David Blunkett has said it might be possible, under the new ID card scheme, for people to assume false identities for life (via terreus). But before we get too worried about a terrorist pretending to be someone else, passing through the “100% reliable” ID card system without any fuss (as the system will always be right), before, say, hijacking an airliner for a spot of kamikaze attacking, Blunkett says there is a clear deterrent that will stop them from doing so, namely:
Those fixing themselves with false IDs could lose out on family inheritances.
So that’s alright then.

The only reason the demon doctor (http://www.ourcivilisation.com/decline/shipman.htm) was caught after murdering so many patients was that he decided to falsify one will! So there is a grain of truth in it. - but then I guess not to many middle class folks go around blowing themselves up!

But do bear in mind that Shipman forged a will, not his own ID. (He never tried to conceal that.)
As an aside, most if not all of the September 11 terrorists (and a lot of terrorists generally) came from respectable or well-off backgrounds. International terrorism is all too often a pastime of the disillusioned middle and privileged classes.
